Deployment of Web Parts

Hi,
I am facing problem for deployment of web part.
Portal is showing errors "It is not regostered as safe.
I applied all the formalities,but none of it works.
Following steps i followed.
I Want to tell u that SPS 2003 and VS.Net(where i am making web parts are on different machine)
1)I am using web part template provided by Microsoft
2)Creating new project
3)Add reference of microsoft.sharepoint.dll
4)Setting the output path to bin directory of wwwroot.
not using GAC
5)Changing the assembly version to 1.0.0.1
6)Use sn.exe -k C:\keypair.snk
7)Then put this file in AssemblyKey File("")
8)Coding my WebPart
9)Create new Guid
10)Again using sn.exe -t path of dll to generate the key
Used this key in assebly information in .dmp,menifest.xml
11)Now i will make a cab file(Primary output and content files)
12)Now copy and paste this file in SPS machine in c:
13)Copy the dll file in c:\inetpub\wwwroot\bin
14)Place the assembly information in Web.config(c:\inetpub\wwwroot\)
15)Use the stsadm.exe -0 addwppack -filename c:\.cab -url http:\SPS:8080(Example)
16)iisreset
17)The webpart will appear in the Virtual library of SPS(after editin and browse option)
18)Then when i drag an=d drop the webpart it willl five the error that is is not register as safe.
Tell me where the problem lies

I have got the same problem, someone could tell me how to resolve this problem (automatically not with editing the web.config manually)
